6. Beijing will ease traffic congestion
Traffic congestion will be one area on which the government and related departments' performances will be evaluated.
Beijing will try its best to ease the problem of traffic congestion by improving an overall plan on alleviating traffic jams and working out major measures and special actions during the 13th Five-Year Plan (2016-2020).
Beijing will resort to some economic measures to reduce the use of vehicles on roads, come up with powerful, different parking charge policies, and improve traffic management with the help of technologies, laws, and administrative measures.
How well the traffic congestion is alleviated will be included in evaluations of the performances of related departments and district governments.
Eliminating dead end highways in the city, along with transforming congestion sites in central urban areas, constructing rail transits, and facilitating underground transport line linkage and transformation will also require effort.
