5. Beijing will control its population
The fast population growth is a major reason leading to Beijing's severe "urban diseases", which restrict the city from fulfilling its core functions. The difficulty in regulating and controlling Beijing's population lies in its central urban area. The city will take measures such as adjusting industrial structure, transforming the mode of development, and improving environment governance and services. In addition, it will update the population structure, increase urbanization of the registered population, and develop policies enabling nonresidents of stable employment to get a household registration, or hukou.
