4. Beijing will build a municipal subsidiary administrative center in Tongzhou
Beijing will move many of its city administration offices out of the city center to the eastern suburb of Tongzhou, with "substantial progress" by 2017, according to the Beijing Municipal Commission of Urban Planning. This move is a remarkable example of Beijing's relocating non-capital functions, strengthening capital strategic positions, and implementing the integrated development of Beijing, Tianjin and Hebei.
The building of a subsidiary administrative center requires overall planning of convenient transportation, comfortable living conditions, and improved public facilities.
