"Jiangsu Service Outsourcing Cooperation Conference," whose aim is promoting international trade and business, was held in July 2007, Nanjing. With the cooperation of the China Council for the promotion of International Trade, Jiangsu Provincial People's Government successfully hosted the 1st and 2nd International Service Outsourcing Cooperation Conference in Nanjing in 2008 and 2009 respectively. Through high-level activities with distinct features, such as, summit forum, match-making meetings, exhibitions, policy issuance, talents recruiting etc , the conferences played a critical role in introducing the great investment atmosphere and prospect of development and promoting all-directional, multi-tiered and wide-range communication and cooperation among the service outsourcing enterprises. Furthermore, it is warmly welcomed in the field of service outsourcing and thought highly of by the relevant national ministries, commissions and representatives attending the conference. In order to "Build Dynamic Jiangsu Service Outsourcing Brand" and make the conference an influential and fruitful high level exhibition with rich contents, we will host The 3rd China International Service Outsourcing Cooperation Conference in Nanjing. With this opportunity, on behalf of the conference organization commission, I would like to introduce to you the development of service outsourcing in Jiangsu and the preparation work of the 3rd China International Service Outsourcing Cooperation Conference. Brief Introduction to Service Outsourcing in Jiangsu As a province with prosperous economy, Jiangsu offers the best environment for service outsourcing. Jiangsu enjoys abundant talents, strong basis for industrial development, sound innovation environment. We make great efforts to build international service outsourcing belt in southern Jiangsu, establish "Jiangsu service outsourcing" brand , promote the transformation from "made in Jiangsu" into "created in Jiangsu", fulfill the combination " world factory" with "world office", explore new territory of economy internationalization in Jiangsu , since its the only alternative to realize the purpose of developing scientifically, harmoniously and the realistic requirement of promoting the transformation of the industry. With the efforts in recent years, we have made great progress in developing service outsourcing industry and gained fruitful results. 1. The rapid growth in service outsourcing business In the year of 2009, the 1346 outsourcing providers won outsourcing contracts worth over $3.722 billion, of which $2.796 billion contracts were performed. The total value of contracts won and performed saw year-on-year rises of 145 percent and 177 percent respectively. During the first three months of this year, the outsourcing business in Jiangsu increased steadily. Outsourcing providers signed 7573 outsourcing contracts worth $1.87 billion in total (including onshore), among which 3070 are offshore contracts worth $9.09 billion. Compared with the first three months of last year, the total value of contract signed and offshore contract increased 33.8 percent and 10.2 percent. And among the total $1.445 billion contracts (including onshore) outsourced (54.5 percent up from first 3 months last year), $7.02 billion contracts were performed offshore(going up 10.2 percent from first 3 months last year).Given the influence of international financial crises, the rapid growth of outsourcing business in Jiangsu has become a highlight in development of opening economy in the province. 2. The Assembling of Service Outsourcing Industry Nanjing, Suzhou and Wuxi, three municipal cities of Jiangsu province were designated as 21 "Chinese National Service Outsourcing Demonstration Cities" ,ranking first in China. Moreover, 6 cities were designated as "Provincial Service Outsourcing Demonstration Cities" and 34 districts in 12 cities in Jiangsu were designated as "Service Outsourcing Demonstration districts". With the continuous efforts of the provincial government, national, provincial service outsourcing software park, innovation park, pharmaceutical park, R&D center, business center etc, have been put into use. Since last year, many prestigious enterprises like Sodexo, ATS, IBM, Acxiom, Fujitsu, Softtek, UBI have settled down in Nanjing, Suzhou, Wuxi, Changzhou, Zhenjiang, Nantong. Among the world top100 and national top 50 service outsourcing enterprises, more than 30 of them have settled down in Jiangsu. 3. The Expansion of Service Outsourcing Industry With the improvement of service outsourcing capability, the business scale of 240 enterprises in Jiangsu has exceeded $3million. Jiangsu HopeRun software Co Ltd., ACCESS CO LTD(Nanjing)ãNanjing Fujitsu Nanda Software Technology Co Ltd, Wuxi Huaxia Computer Technology Co Ltd and Linkage Software CO LTD were awarded as " Top 20 national software export and outsourcing enterprise" in 2008. More than 300 enterprises have gained relevant international qualification for outsourcing. Up till now, 2900 enterprises and 340,000 employees are registered in the management system of Ministry of Commerce. In recent years, China International Service Outsourcing Cooperation Conference plays a critical role in publicizing the "Jiangsu Service Outsourcing" brand and establishing a medium for the communication and cooperation.
