Chapter 1 Implementation of Trademark Strategy

In 2009, SAIC, by seriously carrying out the Outline of China National Intellectual Property Strategy, put forward the Trademark Strategy, and made new progress in China’s economic growth and efforts to cope with international financial crisis.

1. Promulgating Five-Year Plan and concrete measures, establishing leading group, convening specific conference and making full arrangement to implementing the Trademark Strategy.

1-1. Issuing Guidelines in Promoting Trademark Strategy for Implementing the Outline of National Intellectual Strategy (referred as the Guidelines hereafter).

Soon after the declaration of the Outline of National Intellectual Property Strategy, SAIC began to draft implementation measures, and after wide survey and suggestion-hearing, the third-edition was finished, and in March 2009, sent to each SAIC department, unit, provincial and municipal AIC offices, and relevant ministries for suggestions. All together 118 suggestions came to SAIC, and after amending the third edition, the formal Guidelines was issued on June, 2. The Guidelines lists out the principle, strategic targets and tasks from 2009 to 2020, so it is a programmatic document for carrying out China’s trademark strategy, and also a general arrangement in trademark course in coming years.

1-2. Setting up working mechanism in carrying out the Trademark Strategy.

To better carry out the Trademark Strategy, SAIC decided on June 16 to establish a leading group with Zhou Bohua, Minister of SAIC, as its headman, and Vice Minister Fu Shuangjian, as its deputy, and the Trademark Office taking care of daily work.

On August 11, 2009, Li Jianchang, Director General of the Trademark Office attended Inter-Ministry Joint Conference on the Implementation of National Intellectual PropertyStrategy on behalf of SAIC. This was an important conference, one year after Outline of National Intellectual Property Strategywas passed, and half year after 2009 Promotion Plan of National Intellectual Property Strategy was implemented. The conference also summarized the first half year’s IP work and arranged the second’s. Mr. Li addressed at the conference about the experiences in trademark on behalf of SAIC, and was highly appraised by the Inter-Ministry Liaison Conference.

To surely promote the National Intellectual PropertyStrategy, SAIC issued an official paper on April 9,2009 to its departments and units for arranging concrete duties for each of them according to a document from the State Council concerning the National Intellectual PropertyStrategy. Furthermore, on July 14, 2009, SAIC again issued an official notice to its departments and units about their concrete duties in promoting the TrademarkStrategy in line with carrying out the National Intellectual PropertyStrategy.

1-3. Convening a nation-wide AIC working conference to carry out the National Intellectual Property Strategy and to promote the Trademark Strategy.

July 23rd and 24th, Working Meeting of National AIC System Carrying out the Outline of the National Intellectual Property Strategy and Implementing the Trademark Strategy was held in Changchun, Jilin province.
