Chapter 1 Implementation of Trademark Strategy

Minister Zhou Bohua of SAIC hosted the conference in Changchun and delivered a programmatic speech at the conference held on July 23, 2009, entitled as Carrying out Outline of National Intellectual Property Strategy to Fully Promote Trademark Strategy. After highlighting the achievements China has made in trademark course, Mr. Zhou analyzed latest development in trademark field and significance of promoting the TrademarkStrategy, and listed out principles and concrete demands for trademark work in coming years.

Fu Shuangjian, Vice Minister of SAIC, scheduled work in 2009 and coming years according to the Trademark Strategy at the Chapter 1 conference.

Chapter 1 Implementation of Trademark Strategy

In the conference, documents concerning the implementation were discussed, 446 model units and 300 model individuals were honored by SAIC, local AIC departments exchanged their experiences and ideas in trademark course, and trademark statistics by June 30,2009 concerning 3,226 provincial, municipal and county level regions were released. Also during the conference period, a nation-wide exhibition themed for celebrating the 60th anniversary of PRC and carrying out the Outline of National Intellectual PropertyStrategy and Trademark Strategywas held.

July 23rd and 24th, SAIC held the Exhibition in Jinlin Changchun with the theme of strongly promoting the implementation of trademark strategy outlined by “The National Intellectual Property Strategic Framework” in response to the 60th anniversary celebration of PRC.

This was an important conference both for carrying out the Outline and for promoting TrademarkStrategy in China, a milestone China to become a strong country in term of trademark,symbolizing a new stage of China’s trademark course.

1-4. Formulating supporting documents on Trademark Strategy and the implementation —— Issuing Plan from 2008 to 2012 on Updating TrademarkWork to International Level (referred as the Plan hereafter). The document was formulated for better carrying out the Outline, making full advantage of trademark resource in promoting social and economic development, and helping take shape of some enterprises with well-known trademark and international competiveness, as well transform China from a big trademark country to a strong trademark nation. In the Plan, figured out in the early 2008, SAIC makes it clear to realize Three-Five target in trademark registration and administration. In 2008 and 2009,after the Plan was declared, historical breakthrough was made in solving backlog of trademark examination and review, reversing the passive situation SAIC had in trademark administration, and thus, earning a world-wide appraisal.

For further clear and definite development direction and duties and guaranteeing China’s trademark course to reach international level by 2012, SAIC issued Plan from 2008 to 2012 on Updating Trademark Work to International Level.

—— Issuing Principle of Establishing Model City, Zone and Enterprise to Implement National Trademark Strategy. As carrying out the Outline and the Trademark Strategy an important duty for AICs to serve China’s economic development, SAIC decided to organize a program to set up model cities (zones) and enterprises according the Outline and its Implementation Measures, and issued the Principle on September 2, 2009. The program was officially started as a formal notice from SAIC released on October 16 the same year.
