Born: June 1959, in Chengdu, Sichuan Province.
Li has a bachelor’s degree in engineering and is a senior engineer. He began work in August 1982 and joined the CPC in May 1985. He is a member of the Standing Committee of the Shanxi CPC, deputy Party leadership secretary of Shanxi, and executive vice-governor.
Li began his study at the North China Electric Power University in 1978, with a major in power plants and power systems in the Power System Engineering Dept. After graduation, he worked at the Electric Power Science Research Institute as a technician, assistant engineer, engineer, deputy director general of the business planning dept and as the director of the electric power technologic economics research lab.
After 1991, he was the general manager’s assistant, deputy GM, and a member of the Party leaders group in the Huaneng International Power Development Corp; he also served as deputy GM, Huaneng Power International Inc.
In 1995, he became vice-chairman, GM, and a member of the Party leaders, Huaneng International Power Development Corp, and served as vice-chairman and GM, Huaneng Power International Inc.
In 1996, he became vice-chairman, GM, and deputy secretary of the Party leadership group, Huaneng International Power Development Corp, and GM, Huaneng Power International Inc.
In March 1999, he became Chairman, GM, and secretary of the Party leaders group, Huaneng International Power Development Corp, and GM, Huaneng Power International Inc.
In December of the same year, he became director, GM, and secretary of the Party leaders group, China Huaneng Group; chairman and GM, Huaneng International Power Development Corp; and chairman and secretary of the Party leaders group, Huaneng Power International Inc.
In 2001, he became deputy GM and a member of the Party leaders group, State Grid Corp of China; chairman and GM, China Huaneng Group; chairman, GM, and secretary of the Party leaders group, Huaneng International Power Development Corp; and director and secretary of the Party leaders group, Huaneng Power International.
In 2002, he became GM and secretary of the Party leaders, China Huaneng Group; chairman and GM, Huaneng International Power Development Corp; and chairman and secretary of the Party leaders group, Huaneng Power International.
In May 2008, he became a member of the Standing Committee of the Shanxi CPC Committee.
In June 2008, he became a member of the Party leaders group, Shanxi; and vice-governor.
In June 2010, he became deputy secretary, Party leaders group, Shanxi.
In Dec 2012, he became deputy secretary of the Shanxi province Party Standing Committee, acting governor of Shanxi, and secretary of the Shanxi Party leaders group.
In Jan 2013, he became vice secretary of Shanxi provincial Party committee and governor of Shanxi province.
Li previously was a delegate of the 17th and 18th Party congresses, an alternate member of the 18th Central Committee, and a member of the 9th and 10th Shanxi Party committees.
