As the old Chinese saying goes, "In heaven there is paradise and on earth there are Hangzhou and Suzhou". The clouds indicate the "paradise" while the water represents the city's famous Qiantang River, according to Xujiang, director of the China Academy of Art.

Between the clouds and the river, the sculpture displays unique elements of the city, including a pavilion, traditional architecture, and arched bridge.

A total of 128 designs for the sculpture were submitted since March from home and abroad.
