A village party secretary from Yongle county in Tongzhou district in Beijing prepares to deliver his work report to 5,000 village representatives, Oct 31, 2012. The 38 village party secretaries will offer a debrief of their work over the past year covering farmers' income, public healthcare, environment management, social stability as well as party funding among the grassroots.
