The ecological environment belt, one of the "two belts", refers to the environment in areas adjoining sub-centers which will act as an ecological protective barrier, relying on the Wenyu river corridor, city parks and lakes. The second belt is the high-grade, capital-oriented and advanced economic development belt connecting crucial functional areas such as the CBD, Olympic Green, and Zhongguancun Chaoyang park. That belt will focus on high-grade, precision and advanced industries such as international finance, commercial services, cultural innovation, and science and technology, enhancing international business and cultural innovation, and playing an important role in regional economic development.
Construction of the "three districts" has its own emphasis. The built up district is concentrated on the promotion of internationalization, precision and intelligentialization management for building an image of an international level harmonious livable city; the construction district is focused on public services and infrastructure improvement for realizing city and industry integration, intensive land utilization and a good ecological environment. The promotional district will emphasize the adjustment and withdrawal of low-level and secondary industries, dismantling of tenement compounds, city village renovation and shantytown transformation.
Complete 25% of the overall target
In addition to the "five promotion" project in the "one corridor" district, and to facilitate balanced and coordinated development of urban and rural areas, Chaoyang district is going to implement the "six one hundred" project for urban-rural development by building, rebuilding and expanding hundreds of primary and secondary trunk and branch roads, constructing hundreds of avenues with beautiful environments, building and renovating hundreds of large, medium, small and miniature parks, upgrading many high-grade, precision and advanced functional industrial projects, building green, smart and safe communities, and creating grassroots cultural bands.
As a crucial part of the "13th five year plan" in Chaoyang district, the two key projects are divided into a beginning stage (2016), middle stage (2017-2018) and final stage (2019-2020), with 25, 65 and 100 percent of overall completion targeted for the three stages. In 2016, Chaoyang district will advance 96 construction projects, 29 investment promotion projects and 27 livelihood improvement projects on infrastructure, comprehensive environment, industrial upgrading, ecological environment development and livelihood services. It will also implement Guangqu Road phase two, and advance construction of Chemical Industry Road, Huaer East Road, Guangqu Road, Xidawang Road and Chaoyang Road. Comprehensive treatment for the Xiaotaihou river will be undertaken, as will erection of Binshui green and culture entertainment galleries. The district will also complete the preliminary work for the Sun River wetland park, and upgrade a group of high-grade, precision and advanced industrial projects, meanwhile promoting quality programs for education, hygiene, retirement, culture and employment.
Establish a "1+32+N" Planning System
2016 is the beginning of the "13th five year plan". In order to implement it, Chaoyang district will be guided by the "13th five year plan" outline in formulating 32 specialized plans on functional optimization, economic development, urban construction administration and social livelihood. It will create and execute several three-year action plans on industrial development and waste water treatment as crucial support of the outline, and establish a complete and highly-prioritized planning system to ensure planning implementation.
