Next, it will prioritize the "two belts" construction, utilizing and tapping resources for the purpose of ecological landscape and industrial development. It will then focus on "three districts" construction to ensure the quality of built up districts, maximizing land value through coordinating land resources in each district. Finally it will verify key evacuation areas and objects in each district, establishing a time schedule for implementation.

"One corridor" refers to the crucial city corridor connecting the capital's vital function area to the sub-centers of Beijing. The corridor will drive developmental upgrades in east and southeast areas to help construction of the "five promotions" of infrastructure, the environment, industrial development, public service and social governance in the city's sub-centers.
