I think there are two distinction to be made when you talk about 'world class universities'.
The first is the universities' ability to make scientific breakthroughs and discoveries, and to be on the cutting edge when it comes to research. This is the foundation of a university's prestige which then can, but doesn't have to result in, more funds for the university to teach its normal students. Top research only concerns a few PhD students, whereas good education matters for all the students. The two are often interrelated but not identical at all.
