Education is by no means an elite's privilege. A rich country such as China has to invest in the education of its grassroots instead of pushing for world-class universities. The developed world has a lot of education on offer. In Germany, for example, there are Volkshochschulen, i.e. people's colleges, where anyone can enroll to study anything. At present, such Volkshochschulen teach German to thousands of refugees. Aside of that, they teach cooking, philosophy for beginners, auto mechanics for the housewife with her own fleet of cars, and foreign languages.
