In Britain many employers also complain about a lack of trained staff. When I began to work 20 years ago, I trained and studied in evening classes at the same time to become a fully qualified mechanical and electrical engineer. My American friend told me that in the US many employers have ceased to train new employees.
A company has no guarantee of return on investment in its employees. The brunt of training costs should be borne by the employee, since they benefit the most and keep the skills.
