Shanxi plans IT development

North China’s Shanxi province released two plans for the province’s information technology (IT) industry: one to push the IT industry from 2015 to 2017 and an action plan for this industry in 2015.

The three-year plan for the IT industry mapped out overall development targets, key tasks and policies.

Shanxi will promote new generation IT, such as the integration of Internet with traditional industries and intelligent manufacturing, while focusing on seven sectors, including LEDs, information security and cloud computing.

Shanxi is working to build LED and photovoltaic clusters, and form a new IT industrial belt in central Shanxi, covering Taiyuan, Jinzhong, Yuanquan and Lvliang.

Information security, an urgent problem in recent years, is a priority in the plans. Shanxi vowed to improve e-government systems, develop encrypted products as well as other core security products over the next three years.

Current situation

According to statistics, the revenue of the IT industry in 2014 was 90.57 billion yuan ($14.59 billion), about two thirds of which came from the electronic information manufacturing and the rest from telecommunication and software.

Targets

Shanxi aims to build LED and photovoltaic clusters, and develop a new generation IT industrial belt in the province’s central part, covering Taiyuan, Jinzhong, Yuanquan and Lvliang.

Key sectors

1. LED

The province will establish optoelectronic industrial parks in Changzhi and Linfen and build optoelectronic clusters in Changzhi, Linfen, Jincheng and Shuozhou. Meanwhile, Shanxi will push 11 projects with a total investment of 2.38 billion yuan ($380 million) in the three years.

2. Photovoltaic industry

Shanxi will establish photovoltaic bases in Changzhi, Lvliang, Taiyuan and Shuozhou. The province will speed up the development of the photovoltaic industry with centralized power stations and distributed power generation. Five photovoltaic projects with total investment of 15.38 billion yuan ($2.48 billion) will be the focus from 2015 to 2017.

3. Information security

Shanxi will strive for technological breakthroughs in electromagnetic information security and iris identification, and develop integrated solutions for security in traditional industries.

The province will focus on the construction of six projects with total investment of 3.76 billion yuan ($ 0.61 billion).

4. Cloud computing

The province will tackle the technological problems of virtualization, high-performance storage, cloud security and cloud operation systems, while stressing the development and application of big data.

It will establish cloud-computing bases in Yuanquan, Lvliang, Taiyuan, Jinzhong and Yuncheng.

It will push the construction of five projects with a total investment of 10.35 billion yuan ($ 1.67 billion).

5. Electronic manufacturing

Shanxi will establish an electronic manufacturing base in Taiyuan.

Nine key projects with a total investment of 3.28 billion yuan ($ 0.53 billion) will be the major task over the next three years.

6. Information services

The plan encourages telecommunication operators to expand investment, and non-government capital is encouraged to join in the sector. It will also promote the development of software and smart city services.

The province will strengthen the software service base in Taiyuan, with a focus on Shanxi Software Park.

There are 11 key projects in the sector with total investment of 12.79 billion yuan ($ 2.06 billion).

7. Internet of things (IOT)

Shanxi will establish an IOT industrial base in Taiyuan, to promote large scale application in the province.

Besides, Shanxi will push the construction of five projects with total investment of 4.9 billion yuan ($ 0.79 billion).
