61. Rail Transit Project in Handan City
Ⅰ. Construction Content
It is determined in the overall urban planning (2008-2020) of Handan City that two intercity rail transit lines shall be planned in urban area, where Line 1 is 38km in total length, starting from the high-speed passenger railway station of the new urban district in the east, running through the total line of Renmin Road and ending at the urban area of Wu'an along the Handan-Wu'an Expressway in the west. The section at the Renmin Road is 16km long and is recommended to be in a subway form. Line 2, namely Handan-Fengfeng light rail, starts from the south of Handan Station of Handan High-speed Railway and Matou Airport to Matou, and then connects the Fengfeng Mining District. It is planned to reconstruct the original Handan-Fengfeng railway to plan a new district: Fengfeng Mining District-Matou Town area-central district, which starts from Matou in the north, and passes through South Handan Station, and is routed along the expressway and high-speed railway with a total length of 50km.
Ⅱ. Investment Estimate & Financing
Line 1, namely Handan-Wu'an light rail line is 38km in total length with a gross investment of about 1170 million US dollars; for example, the urban area of 16 km which is in a subway form has a gross investment of about 2250 million US dollars, while Line 2, namely light rail line from Fengfeng to new urban district is 50km in total length with a gross investment of about 1650 million US dollars. The fund is proposed to be collected in multiple methods such as sole proprietorship.
Ⅲ. Market Analysis
The project can promote the regional economic development of the "Golden Triangle" economic development zone of Handan City consisting the main urban area, Wu'an City and Fengfeng Mining District, drive the development of the urban area, quicken the integrated development of large urban area of Handan City and realize the organic combination of various transportation means so as to reach the zero-distance transfer and rapid connection of multiple means of transportation such as airplane, train, expressway and high-speed passenger train.
Ⅳ. Construction Conditions
The total population of urban area in Phase IV overall planning of Handan City is 6 million in 2020, and the total population of the towns in urban area is 4.27 million, in which 2 million for the central urban area, and 0.3 million for Wu'an urban area in satellite city, 0.33 million for Fengfeng Mining District and 0.2 million for Matou Town. The GDP in 2020 is planned to be RMB 710 billion with a per capital of RMB 64.5 thousand, and the GDP proportion for primary industry, secondary industry and tertiary industry is 8:48:44.
Ⅴ. Benefit Analysis
It is planned to complete the preliminary approval work from 2009 to 2011, start the project construction in 2012 and complete the operation of one line in 2015. The project will greatly upgrade the development space of regional economic in Handan, benefit the development of the large urban areas in Handan, raise the city taste comprehensively and improve the living standard of people after this project is put into operation upon completion.

62. Handan-Wu'an Bus Rapid Transit (BRT) Project in Handan City
Ⅰ. Construction Content
The proposed Handan-Wu'an BRT (Bus Rapid Transit) is 45km in total length, starting from the eastern train passenger transport terminal of Handan City in the east and connecting with Wu'an City through Renmin Road and Handan-Wu'an expressway. The main construction content includes vehicle purchase, platform construction, station construction and intelligent operation system.
Ⅱ. Investment Estimate & Financing
The gross planned investment for the project is 58 million US dollars, 28 million US dollars of which is self raised by the enterprise and 30 million US dollars of which comes from foreign investment.
Ⅲ. Market Analysis
The total population of urban area in Phase IV overall planning of Handan City is 6 million in 2020, and the total population of the towns in urban area is 4.27 million, in which 2 million for the central urban area, and 0.3 million for Wu'an urban area in satellite city, 0.33 million for Fengfeng Mining District and 0.2 million for Matou Town. Handan-Wu'an Expressway was commenced in 2007, and is estimated to be completed and opened to traffic at the end of 2010. The expansion project of Renmin Road has been completed, and the roads in the Eastern New District has been started to be constructed and the high-speed passenger railway station in East New District is under planning, all of which provide basic conditions and construction supports for the bus rapid transit from East Railway Station of Handan City to Wu'an City.
Ⅴ. Benefit Analysis
The project will provide convenient and rapid means of transportation for Handan and Wu'an, so as to greatly shorten the distance and time between these two places and improve the close contact between the central urban area and the satellite city after completion. The environmental energy saving operating vehicles of large capacity have saved energy consumption, reduced environmental pollution and lowered the operating cost and have good social and environmental benefits. The project has a construction period of one year and an expected annual income of RMB 0.1 billion.

63. The Comprehensive Improvement of the Fuyang River Quzhou County, Handan City
Ⅰ. Project Contents
The river course, with a total length of 4.5 km, mainly involves construction of dyke/dam reinforcement, riverbed silt removal, road hardening and green belts along the river, etc.. The silt removal earthwork is an estimated 200,000 m3, and the dyke/dam reinforcement earthwork, 45000 m3. The both sides along the line involve construction of the 4.5 km long and 4 m wide road, the 4 m wide green belt, and hard landscape including walking environment, landscape facilities, venues, etc..

This project involves a total investment of 45 million dollars. The funds will come from outside investors.
Ⅲ.Market Analysis
At present, water system improvement is one of environment-friendly projects encouraged by the state. As a non-profit one of infrastructure, this project after completion will function as a place of leisure/recreation and sightseeing, greatly upgrade the image of the county seat, give a full taste of return-to-nature landscape, and promote the land development on both sides along the river, thus having large financial results and fine non-profit social benefits.
Ⅳ. Construction Conditions
The project is located at the starting point of the west of the main district of the county seat, and runs through the whole county seat from north to south, having a total length of 4.5 km. The project location has an excellent access to transport and information, thus being favorable geographically; no cultural relics landscape and natural reserve exist within the peripheral area of the project; its construction conforms to the overall development plan of Quzhou County seat.
Ⅴ.Benefit Analysis
The project construction will remove silt, garbage, etc. staying years on the riverbed, make the river water and the drain more clear, and beautify the peripheral environment. The project after completion will enlarge the designed water flow, increase width of water surface of the riverbed, ensure drain outlets, and guarantee the flood control within the county seat. Its construction will add beauty to the environment of Quzhou County seat; and the improvement of the investment climate will surely attract more foreign investment, promote the economic development, and extend external exchanges – having outstanding social benefits. A moderate commercial development on the both sides will yield good economic benefits.
