The third change is the improvement in people's livelihoods. In the past five years, Guizhou has attached great importance to that issue and created a series of related policies.
The province has lifted people out of poverty through relocation, moving them from uninhabitable homes to better apartments. Thousands of poor households have moved from mountainous villages to new residences provided by governments of cities or counties.

"During the last congress, as one of the delegates, I proposed the construction of the Leirong Expressway between Kaili city and Leishan county. Now the expressway is under construction," Liu says. According to Liu, this expressway is very important to the development of Leishan county.
He has prepared a new proposal covering the contents of the sharing economy, rural revitalization and green development for this year's congress, hoping to contribute to Guizhou's development once again.
