The “2013 Amazing China” election is the only Chinese city ranking based on the votes of expats in China. Votes are cast by expats in a wide array of professions and social ranks, ranging from Nobel Laureates and Chinese Friendship Award recipients to foreign employees based in China.
Mission:
The program aims to showcase the glamour of Chinese cities and their readiness in attracting foreign talents and intelligence, to explore the priority and values when they decide on job-hunting and entrepreneurship in China; to guide cities to pay greater attention to creating a favorable working and living environment so as to bring in more high-level foreign personnel.

All Chinese cities at prefecture level or above (excluding HK, Macao and Taiwan)
Evaluation
Criteria:
Considering the general situation of each city in attracting foreign talents, severing foreign talents, and making full use of their talents and intelligence, the most attractive, foreign talents-friendly city evaluation should be based on the following four major criteria: the policy environment, the administrative environment, working environment and living environment.
Methods:
1. 30 candidate cities are recommended two ways.
According to the voting results from the years 2010, 2011 and 2012, 16 cities that made into the top 20 list twice will become candidate cities for 2013. The cities are: Shanghai, Beijing, Shenzhen, Nanjing, Tianjin, Xiamen, Qingdao, Chengdu, Dalian, Wuhan, Hangzhou, Suzhou, Kunming, Chongqing, Changsha and Guilin.
Of the top 50 cities from the last three years, 14 candidate cities have been selected by the provincial/ regional administration of foreign expert affairs. The cities are: Xi’an, Ningbo, Harbin, Guangzhou, Jinan, Fuzhou, Lanzhou, Wenzhou, Sanya, Changchun, Dali, Jiangyin, Ma’anshan and Zhengzhou
2. The final list of candidate cities will be announced on the official website of the State Administration of Foreign Expert Affairs. China Daily will also launch an official site for the survey.
3. Online voting by expats, paper-based ballot casting by expat and by the expert panel will be given a weighting of 1:3:6 (jointly designed by the host and HorizonKey with suggestions from the survey advisors) to determine 10 most attractive Chinese cities. A number of single awards including the most popular city as voted online will be given out.
Timetable:
The final result of the survey will be released by the State Administration of Foreign Expert Affairs at the Shenzhen International Talent Exchange Conference in November, 2013. An award ceremony will be held on the same day.
