Those who install parking locks on Beijing roads without permission will be fined beginning next year.
The Beijing regulation aims to prevent the illegal installation of road barriers such as parking locks. Those who install such a device without permission in public areas of residential districts will be fined 10,000 yuan ($1,650), while those installing a lock in a hutong or sidewalk will be fined 5,000 yuan.
The regulation also bans illegal parking lots.
The regulation, Beijing's first related to parking, will be effective as of Jan 1.
The transportation administration of the Beijing Commission of Transport said that all illegal parking lots within the city's Second Ring Road are expected to be closed by the end of 2014.
