Chu Junhao, deputy to the National People's Congress, suggested a revision of the Electricity Law of China and an enforcement inspection on the Renewable Energy Law to clear away obstacles to the supplement of electricity from new energy.
Although the government encourages building a grid-connected system by using renewable energy, procedures are made difficult because some provisions of the Electricity Law are no longer practical.
Furthermore, the high cost of power is another limitation on domestic power consumption.
Chu tabled a proposal that related regulations should be added, such as qualified power investors can be authorized to set up electrical grids and provide power supply services directly.
