Throughout 2016, Beijing’s Chaoyang district has relocated a variety of 21 commodity trade markets, including five in the Yabao Road. The two sessions of Chaoyang district also announced the district is expected to relocate another 30 in the coming year.
Low-level markets that are considered to be those not in line with the district’s core function out of the region. To date, 2,053 booths in 21 commodity markets totaling an area of 66,000 square meters have been relocated.
“The Yabaolu market on the Yabao Road in the southeast of Dongcheng district is one of the main areas on the list of relocation. Five building markets covering an area of 27,000 sq meters were closed down and 588 booths were moved,” said an official of Chaoyang District Business Committee.
The Yabaolu market consists of 15 building markets occupying an overall space of 465,000 square meters. More efforts are expected to be made to relocate the remaining markets in 2017.
As the large scale relocation continues, Chaoyang continues to encourage small and medium-sized commercial merchants to move their businesses out of Beijing and into in new areas such as Yongqing, Hebei province’s Baigou (Baoding) and Dachang (Langfang).. Preferential policies for rent cuts and manufacturing space, storage, and logistics are available. Nonetheless, the district also upgrades building business models by converting them from low-end markets into high-end office buildings.
Some of the first relocated enterprises engaged in education, investment, living and service have settled down in such buildings. In addition, cultural and creative, fashion design and high-tech research & development enterprises are becoming increasingly welcomed within the area.“High-end projects in cultural and creative industry, fashion design, and foreign trade will take the place of previous low-end businesses in 2017,” said an official at the Chaoyang district commerce committee. “Meanwhile, we will enhance management and service capacity for a better layout and improved efficiency.”It can be seen that large low-end business areas have been transformed into highly value-added office buildings. A 3,400-square-meter business office, renovated from the previous Yabao Shopping Mall, opened in November as the first office business project in the Yabaoluarea. It provides sharing and open office areas for enterprises.
Social organizations, including chambers of commerce, industrial alliances and industrial associations are obligated to provide all-round services in transformation and policy promotion for relocating enterprises.
In spite of the accelerated pace of moving low-end markets out of the region, Chaoyang district continues to strengthen its efforts to ensure people’s lives are affected as little as possible - for instance, sustaining a supply of daily necessities such as vegetables and grains.
Specialized markets like agricultural production will face renovation in 2017 in an attempt to enlarge supply varieties and improve quality, ensuring people’s food requirements are secure.
Chaoyang currently leads the reform and innovation of State-owned enterprises, enabling them to play a major role. The Jingkelong Group has high coverage in the district, with 130 supermarkets and convenience stores. To fill the supply gap due to adjustments in the agricultural market, the group has planted a vegetable area of more than 666 hectares in Hebei’s Gu’an and Xianghe, and has established a quality traceability system and a processing and distribution center. It has also added more than 10,000 square meters for the sale of fresh produce in its community stores.
In addition, the group has built a sub-brand called “Jing Jie Fresh Products Store”, selling vegetable, fruits and meat. The number of innovation-type community convenient stores has exceeded 300, and the group plans to open and renovate 20-30 such stores within the year. Hongchao Weiye has also established a vegetable company based on its 16 vegetable markets and community networks. Working with private businesses, they aim to build an agricultural product supply network.
Chaoyang insists on market development and continues to cultivate a group of enterprises with social brands, whilst private companies are encouraged to become stronger.
The district has also been innovating business models to adapt to new demand for household consumption. Its community commercial complex projects, including the Beiyuan Yishida Plaza and Qingnian Road Joy City Plaza unify shopping, catering, education, and recreation together.
Chaoyang also explores new way of community delivery and tries to find solutions for the ‘last-mile’ and ‘last 100 meters’ delivery problem. Since 2016, it has built 196 delivery terminals in four modes - a community service platform, smart pick-up cabinet (box), electric mail room and carrying service.
