Rural areas of Chaoyang cut low-end industries

The two sessions of Chaoyang district announced that it has made great efforts in reducing low-end markets, shanties and waste materials recycling sites throughout 2016, announced at the two sessions of Chaoyang district.

This move is in line with Beijing’s continuous efforts to move the nonessential functions out of the city, reduce population, and focus more on its core capital functions.

Beijing aims to become a national center for politics, culture, international exchanges and scientific and technical innovation.

So far, the city’s eastern district has relocated 46 low-end markets and closed down 131 shanties and 19 waste recycling sites. Another 38 low-end markets, 53 shanties and 10 recycling sites are set to be moved out of the region in 2017.

The vacated area is planned to be the space for upgraded industries and businesses as well as afforestation.

Along the two banks of the Xiaotaihou River, more than one million square meters were vacated in 2016, providing the opportunity for landscape improvement, optimizing economic structure and afforestation along the river. Apartments and storage logistics will be further moved out in 2017.

Earlier in the year, the rural area of Chaoyang district also released a document about relocating low level businesses of a potentially large safety hazard and non-capital function.

“Rural areas are accelerating relocation, and individual towns and villages are working together to achieve this,” an official from the Chaoyang district agricultural committee said.

Covering an area of 10 hectares, the Yaojiayuan market was located in the northwest of Yaojiayuan village. Engaging in recycling, second-hand goods selling and scrap packaging, it affected the local environment and posed numerous potential safety risks.

At present, the market has completed its close-down through the demolition of a construction area of ​​34,000 square meters and relocating of over 500 merchants. The area also further develop environmental maintenance.

Further markets that have been relocated include the Sihui Construction Material Market in the south of Tonghui River and the Xizhihe Stone Material Market - the largest stone trading market in North China. The Shaziying village comprised of more than 30 gravel factories also followed the suit.

In addition, the previous Changying Township Paper Mills was converted into nearly 10 hectares of green land, wherein Wuliqiao Park has been constructed between Chaoyang and Tongzhou, providing a relaxing leisure space for residents.

Chaoyang rural areas are transitioning away from previous low-end industries of retail, home building materials, automotive services and wholesale on into higher-end industries, including technology services and cultural and creative industries.

A number of key projects and modern industries are also taking shape. The Chaolai Science Park in the Laiguangying township is a hi-tech industrial park integrating office buildings, cultural and creative industries, technology incubation and their supporting functions. More than 50 hi-tech enterprises such as China Huanqiu Engineering Company, Rohde & Schwarz (China) Co. Ltd., Netcom 360, Suntech Education, Phoenix Finance, Honggao Creativity and Jianfeng Group have settled down in the park.

In addition, the first phase of the Dougezhuang Jintian Film and Television Base development project has completed construction and is attracting enterprises to settle down.

Several other construction projects are under way or will open in 2017.
