A report on improving commercial services in communities was recently released by the Beijing Haidian District Commission of Commerce.
The report summarizes commercial operation models and puts forward a future plan for business services which is expected to increase public convenience.
The consumption market of Haidian District has prospered over the past five years, with a constantly improving business service environment.
The district is currently home to more than 100,000 business subjects, covering over six million square meters of commercial space. Retail sales of social consumption goods have exceeded 200 billion yuan ($28.84 billion) and are predicted to reach 218 billion yuan by the end of 2016, ranking second among Beijing districts.
According to the report, commercial operations have shown five features over the past few years.
First, they have ensured people's livelihood and improvement in life service quality. According to the requirements of "15 minutes to reach service in a neighborhood" and the food security responsibility system, Haidian District has promoted a scientific and balanced development of a commercial service network, with 650 vegetable retailing points and 300 breakfast stalls and has constructed more than 150 courier service contact points.
Second, the rapidly developed e-commerce industry has become an important driving force of growing consumption. The online retail amount in Haidian District was 38.8 billion yuan in 2014, a 90.9 percent year-on-year growth. It increased to 44.84 billion yuan in 2015, a year-on-year growth of 30.7 percent, which was 78.6 percent of the total growth rate in the district.
Meanwhile, the Zhongguancun Science Park was selected to be a national e-commerce demonstration area, and eight of its enterprises were named a "demonstration enterprise".
Third, the internationalization of commercial development is stably improving. To date, there are 1,052 enterprises headquartered in Haidian District, 13 of which are listed in the World Top 500. The offshore service outsourcing industry has formed a cluster of headquarter bases with research and development and four foreign trade transformation and upgrading demonstration areas have also been established to further promote stable trade growth.
Fourth, a need for centralized commercial services has emerged. The report therefore proposes construction of a Haidian District regional community commercial center to provide a complete high-quality and modern community commercial service system.

More service points will be developed in 2017 to make sure that people can quickly reach any commercial outlet. It is necessary to efficiently integrate existing service points and improve their functions. Exploring innovations in service modules including developing online maps of grocery stores and supermarkets is also a goal.
Finally, the value of branding and specialization has become apparent. The district will optimize a community commercial service system through those methods. For example, specialized joint vegetable picking and selling platforms could be built to connect vegetable planting and retail bases to guarantee food security and responsibility.
Furthermore, several regional community commercial centers and commercial service demonstration streets will drive improvements in surrounding service points.
