On July 7, the Beijing Chaoyang district government held a news conference to outline the district’s achievements and plan in accordance with the Beijing 2013-2017 Air Cleaning Plan.
In the first half of 2016, the air quality of Chaoyang district continued to improve. By the end of June, the average density of PM2.5 (airborne particles smaller than 2.5 microns in diameter) dropped by 18.3 percent compared with the same period last year, thanks to the district's continuous air pollution control efforts. For the remainder of 2016 the district will continue to improve its energy structure within the Fourth Ring Road with a goal of eliminating coal usage before the end of next year.
According to Chaoyang District Mayor Wang Hao, all industrial coal-fired facilities in Chaoyang have finished energy reform, and coal-fired boilers have been made environmentally-friendly.
Chaoyang has set a goal to eliminate coal usage by 2017. One billion yuan has been invested to advance energy reform among 22,000 coal users. In 2017, residents living outside the Fourth Ring Road will not be using coal in their daily lives.
Wang said that all yellow label cars - the heavy-polluting vehicles - were taken off the road in 2015. Since 2013, 225,000 old vehicles have been phased out, 16 percent of the total in Beijing. In 2016, 36,500 old vehicles will be removed from the roads or upgraded. In order to bring more people into “green travel”, 70 new bike leasing stations and 2000 bikes will supplied for public service.
Chaoyang prioritizes the control of pollution sources. Since 2013, 93 polluting enterprises in the construction materials, chemical engineering, printing and furniture manufacturing industries have been removed. More than 1200 companies have been punished for environmental illegality, receiving fines totaling 48 million yuan.
