The General Office of the State Council recently issued a plan to accelerate transformation of scientific and technological achievements nationwide.
The plan calls for a set of policies allocating resources with the help of market forces and government, establishing a system of transformation of scientific and technological achievements according to technical innovation rules and market laws, and capitalizing and industrializing the achievements into sustained and stable economic growth.
There are a number of key tasks mentioned in the plan.
The first is to create a package of large-scale achievements that can promote industrial upgrading. For example, in the field of the Internet, development of intelligent green manufacturing would advance industry. It is also necessary to explore market-oriented industrialization of the advances.
The second task is to strengthen support for building a number of market-oriented transformation agencies by universities and research institutes, thus deploying scientific research resources according to demands of the companies.
A third step is to construct several industrial bases to promote generic technology. The bases would compose a national O2O technology trading platform, encourage the regional and industrial technology market, facilitate investment and financing in the agencies, and enhance protection of intellectual property.
