As the economic situation gradually improves, China’s software and information service outsourcing industry continues to expand, enterprises attain new growth, industry chain extends from low end to high end, service level is increasing continuously, international competitiveness is further enhanced and software and information service outsourcing industry has become the highlight of economic development in China. In 2012, outsourcing undertaken by China’s service outsourcing enterprises reached $61.28 billion, with year-on-year growth of 37%, and execution amount was $46.57 billion with year-on-year growth of 43.8%. International off-shoring amounted to $43.85 billion with year-on-year growth of 34.4%, and execution amount was $34.46 billion with year-on-year growth of 41.1%. Software and information service outsourcing has become an important way for China’s software industry to participate deeply in international market competition and accelerate integration into international software industry chain, as well as one of important engines to drive industry development. Software and information service industry is the strategic, fundamental and leading industry of China, thus the Ministry of Commerce has always attached great importance to develop software and information service outsourcing. In recent years, the Ministry of Commerce and other national authorities have increased support on its development by successively promoting to publish a series of policies and measures to aid software export and service outsourcing development, which has promoted rapid development of software and information service outsourcing industry.
