The speed of global economic transformation is admirable but the transformation faces unprecedented complexity. During the transforming procedure, the most important part is the rapid development of complicated and high efficient service industry. This rapid development needs the supports from technology, global finance and innovative business pattern; reliable and high efficient services for example logistics, finance, communication, IT and other business services are also needed, if without them it can not play its role in the global economy.
If China wants to be a part of the global value chain and production chain, and increase export, then the supports from service industry and trade in services are necessary. The service trade of China had been increasing at the average rate of 11% annually from 2002 to 2013; the export of service trade of China ranked the 5th place in 2013, if see EU member countries as one economy then actually the 3rd place, also the same year China became the second largest service trade importing country.
Important reasons for the rapid development of China are the firm fulfillment of commitments after joining the WTO, and promotion of reform and coordination of policies. When joining the WTO in 2001, China committed the opening of services sector, the opening up level was higher than most of other developing members. We have realized the important role that commitment and reform in aspect of service industry opening up had played in the tremendo
