The Beijing municipal government released draft regulations on a points-based hukou (household registration) system and residency permits on Dec. 10. The system determines whether a citizen qualifies for legal residency in the city. Applicants should have a Beijing residency permit and be under 45 years old. They must have paid social insurance in the capital for at least seven consecutive years and have no criminal record. Residency brings with it access to health and welfare services and the education system.
