“Universities expressed their concern: if these talents are able to live in Beijing, it is of a great help to the development of the city. Why should talents be restricted to settle down? ”
Head of the Municipal Commission of Development and Reform said, the central government requires Beijing a differential control in population, and that is what Beijing is doing.
He said Beijing covers 16,400 square kilometers. The targeted population control is an overall task, geographically focusing on the urban six districts. The task is to reduce 15 percent of people living in these areas, namely around 2 million. The reduction in quotas for graduates is part of the overall task. But it is to say Beijing is expelling talents.
There is population control but of talents influx. There will not be a major policy change of talent introducing, the head added.
