Foreign-owned companies in Beijing's Chaoyang district are benefiting from the convenience of an online self-service application system that helps administrative examination and approval, shortening the process from 20 days to 5.
"This system allows for materials to be uploaded online while also arranging a date for on-site submission of materials. It helps both the companies and us in improving work efficiency," said Guan Depeng, vice-director of the Chaoyang Commission of Commerce.
According to Guan, from January to May, the commission has dealt with 822 businesses. These dealings concerned the establishment of foreign companies, information changes, and capital increases.
Chaoyang district launched the online application system in 2014, hoping to cut down long waiting time for foreign companies that want to establish locations in the area.
The system was improved in 2015 and now it allows companies to make 24 on-site appointments per day through it. The appointments can be made for any work day.
To help foreign companies prepare materials required for review, the online site provides samples of what is needed for various types of businesses. When an organization logs in, they choose a business type and a list of required documents will be generated automatically along with sample material.
The samples are useful as they clarify how to fill in the forms in an appropriate manner.
The commission also sped up services for major projects by providing pre-consultation and constant assistance throughout the process of examination and approval. So far, these services exist for around 50 major companies, including Volkswagen China headquarters, BMW China headquarters, Tesla, and United Energy Group Ltd Beijing Company.
Chaoyang district now houses over 10,000 foreign companies. In this year alone, nearly 300 new foreign companies have been registered. Contract capital worth $10 billion and actual foreign capital use has gone up to $7 billion, two times higher than the same period last year.
