Beijing Municipal Intellectual Property Office and the Administrative Committee of Zhongguancun Science Park have enacted a plan for the park's intellectual property (IP) work of 2015 on April 23.
This year, the science park will enhance IP operation and protection and the IP industry through several innovative pilot projects.
A total of 24 measures from six aspects were brought out. The Zhongguancun Demonstrative Area will make every effort to construct the patented industrial pilot area and will continue IP analysis on mobile internet industrial segments.
In addition, an IP storing and operating network will be established to guarantee the diversified development of the science park. The park will also accelerate of the IP and standardization accumulation area, as well as the IP service association and the IP and standardization street.
Moreover, in order to improve IP core competence, the park will support leading enterprises and implement IP supporting plans for small and micro businesses.
Furthermore, IP innovation will be further deepened. The park will improve IP investment and financing services and continuously optimize innovative IP products.
The park will also enhance the IP protection by constructing reviewing mechanisms on major economic activities and by supporting the enterprises' IP overseas alerts.
Sun Xiaofeng, director of the Innovation Department of the Administrative Committee of Zhongguancun Science Park, published the list of 27 IP leading enterprises and 19 Outstanding IP Service Institutions. Lenovo, Foton Motor, Qihoo 360, and BOE Display Company were among the lists.
Recent years witnessed the continuous improvement of IP awareness and the rapid growth of IP applications and authorizations. The total number of IP applications exceeded 40,000 for the first time in 2014. A total of 26,413 were patents for inventions. A total of 22,960 were authorized, including 7,716 for inventions. Both IP applications and authorizations reached a new record.
The total number of IP applications exceeded 200,000 by the end of 2014, and the number of IP authorization exceeded 100,000. The number of patents for inventions reached 35,483, which took up 65 percent of the number in the entire city of Beijing. Zhongguancun has become an important support of the city's IP growth.
Zhongguancun has launched a series of IP pilot projects. The park has been listed among the first national IP development pilot areas and the national patented navigation pilot areas.
In addition, the park is a pioneer in IP investment and financing pilot projects, national IP insurance pilot projects, and national IP review projects. Thanks to these great efforts, the IP industry of Zhongguancun has achieved great breakthroughs.
Many leading IP enterprises were born during the development. Last year, a total of six demonstrative enterprises including Lenovo, BOE, Foton Motor, Qihoo 360, Xiaomi, and Baidu submitted more than 1,000 of patent applications. Lenovo and BOE applied for more than 2,000 patents. A total of 55 enterprises applied for more than 100 patents.
The Beijing IP Office and Zhongguancun Administrative Committee provided training in six areas including the fast path for IP examination, high-end IP resources, IP strategy, and the exploration of diversified IP operations.
As one of the IP service industry pilot areas, Zhongguancun has established the first IP service association. Relying on the association, the park integrates the resources from the upstream, midstream, and downstream IP service industry.
The association has 73 IP service institutions in six areas - agency, legal counseling, information, commercialization, consulting, and training.
