As the center of technological innovation, Beijing is following the State Council's call for the rapid improvement of places for public entrepreneurship.
The city has chosen outstanding entrepreneurship incubators and has built places for them to provide services including business registration, financing, and product promotion.
Wang Jing and her classmates developed a photo searching application called "FotoTime" in the Silicon Valley when they were studying abroad. The application automatically manages and classifies photos in cell phones by recognizing people, animals, plants, and outfits.
Wang decided to leave the Silicon Valley for Zhongguancun, because she thought she could better fulfill her dreams at Zhongguancun.
"Zhongguancun provides us guidance, training, and investment institutions that may be interested in our programs," said Wang.
In order to efficiently turn ideas into reality, the Zhongguancun incubator provides training on technology, investment, and management.
As one of the first places for public entrepreneurship approved by the Beijing government, the incubator of the Peking University Science Park has developed hundreds of premium entrepreneurship programs.
Feng Jianxin, deputy president of the Peking University Science Park said, "The science park aims to relocate the best talent, intelligence, and education resources to the entire society. The science park hopes that the resources will provide better services to entrepreneurs and help them grow with us."
Apart from relying on the premium resources from first class universities, the city of Beijing has also established places for public entrepreneurship by actively gathering and utilizing social capital.
Yu Hao, an entrepreneur, said, "The entire building is similar to an ecosystem, with companies from different industries. For example, online corporations and other incubators are useful connections for our company. Our company can promote our products on their platforms."
Feng Fang, director of an entrepreneurship incubator said, "If an entrepreneur does not regard its start-up as an enterprise, the future development of the business is likely to turn towards leasing and real estate. Therefore, incubators emphasize the integration of services, value chains, and ecosystems."
In order to further develop innovation and entrepreneurship, the Beijing Science and Technology Commission is cooperating with the Torch High Technology Industry Development Center of the Ministry of Science and Technology recognize 11 "places for public entrepreneurship," including the incubator of the Peking University Science Park.
The Zhongguancun Entrepreneurship Street was recognized as a "cluster of public entrepreneurship places in Beijing".
The city embraces more than 150 incubators in all kinds of industries, of which 50 are national level incubators. A total of 9,000 start-ups have joined the city. Beijing has up to 600 active entrepreneurship investment institutions, ranking first nationwide.
Yan Aoshuang, director of Beijing Science Commission, remarked, "Public entrepreneurship places have attracted innovative talents, research resources, and social capital. All of these gain the public's confidence for further growth."
