Speed-up of legislation on parking suggested

In the hope of solving parking difficulty and illegal parking in the capital city, Guo Jifu submitted his Proposal concerned accelerating legislation and comprehensive governing on parking to the ongoing third session of the 14th Beijing Municipal People's Congress on Jan 26, 2015.

As a representative of the Municipal People's Congress and director of the Beijing Transportation Research Center, Guo suggested speeding up the legislation on parking, making clear the rights and obligations of the government, service providers and individuals as well as imposing a tougher rule.

Guo said in his proposal that problems triggered by rapid growth of automobile usage in the city loomed large for the past few years. An illegal curb parking can congest traffic and affect public transportation. Illegally occupying parking spaces inside residential quarters can seriously threaten the safety of neighboring community.

He said but lax enforcement of parking rule and redundant parking management bodies make illegal parking common. Moreover, Low-cost violation stimulates car purchasing, and making rule enforcement harder.

The legislator suggested establishing a comprehensive institute and applying high-tech to cope with parking problem.
