Haidian district of Beijing has successfully completed the first stage of establishing its regional health alliance as part of its efforts to deepen the reform of healthcare system. Under the guideline of city's health alliance construction policy, the district will set up an integrated health service system with clear division of responsibility, shared information and resources, and coordinated interaction.
Characterized by the differentiation between acute and chronic diseases and a two-way referral service, participants in the system are expected to work in cooperation with optimal use of resources to help patients get timely care.
Haidian has effectively mobilized regional resources to make a unified planning, in which one pilot project would be launched at first and then it would be extended to complete the "6+4" model. It means six multiple health alliances, namely southeast division, southwest division, mid-west division, mid-east division, northeast division and northwest division in Haidian, plus four specialized health alliances, which are noted for oncology, stomatology, Chinese medicine and prevention of mental illness.
Respectively, the core hospitals for these multiple and specialized health alliances are Beijing Shijitan Hospital, Aerospace Central Hospital, Beijing Haidian Hospital, Peking University Third Hospital, The 309th Hospital of Chinese People's Liberation Army, Peking University People's Hospital, Beijing Cancer Hospital, Peking University School of Stomatology, Xiyuan Hospital CACMS, and Peking University Sixth Hospital.
By the end of 2014, there are six health alliances in the whole district , which have been set up, namely southeast division (Beijing Shijitan Hospital), northeast division (Peking University People's Hospital), mid-west division (Beijing Haidian Hospital), mid-east division (Peking University Third Hospital), southwest division (Aerospace Central Hospital) and northwest division (the 309th Hospital of Chinese People's Liberation Army).
The six health alliances cover19 hospitals and 50 community health centers in the whole district and form a preliminary health care system, which shares resources and each of which coordinate and interact with one another.
In 2015, the district will further improve the system of health alliance network and set up four specialized health alliances, including Peking University School of Stomatology. Meanwhile, it should intensify the construction of health alliance intentionand establish a long-term mutually beneficial system for hospitals, which would be based on mutual benefit and common interests.
Haidian will also explore a new service pattern that would allow patients to first go to hospitals at the basic level, but then make it possible for hospitals to resort to a two-way referral system between themselves at different levels so that they would be relieved of pressure emanating from large number of patients.
