Changping district in Beijing and Huailai county in Hebei province have signed an agreement to establish a sub-park of Zhongguancun's Changping Park in Huailai Emerging Industry Demonstration Zone, which will cover an area of 3,000 mu (200 hectares), Beijing Daily reported on Jan 15.
The two parties will also establish a strategic cooperation relationship and strengthen cooperation in industrial development, ecological environment construction and personnel training.
Changping Park is the second park to have established a strategic cooperation with Hebei, following Haidian Park. Changping district enjoys a unique geo-advantage to cooperate with Huailai county, as they are close to one another. Huailai Emerging Industry Demonstration Zone is located in Donghuayuan town, Huailai county, only 50 kilometers from the Changping District Government.
During the co-construction, Changping Park will be responsible for attracting investment and introducing projects to the sub-park. High-tech enterprises will be recommended to build a new R&D production base in the sub-park.
"The coordinated development of two parties can be achieved if high-tech enterprises transfer their manufacturing procedures to Huailai and leave their headquarters and R&D centers in Changping," said Su Guiguang, director of the administrative committee of Changping Park. Additionally, the strategic cooperation partnership between Changping and Huailai is an important initiative in implementing the strategy for coordinated development of Beijing, Tianjin and Hebei.
Currently, many high-tech enterprises have expressed their intention to settle in the park. The functional departments of Huailai county will provide green channels for the approval processes, including project approval, land use, planning and environmental evaluation. In the future, the county will set up a special fund to support enterprises that have settled in the sub-park.
The industry revenue of Changping Park exceeded 340 billion yuan ($54.7 billion) in 2014. With 2,500 high-tech enterprises, it has become the third largest park in Zhongguancun.
