Zhongguancun will deepen comprehensive reform, step up efforts in carrying out the strategy of an innovation-driven development, speed up the formulation and issuing of new trial policies, and push forward integrated Internet innovation and entrepreneurship projects, according to the third session of the interdepartmental coordination team of the Zhongguancun National Innovation Demonstration Zone.
With support from the central government, Beijing has devoted great efforts to building the Zhongguancun demonstration zone and innovation platform, taken the lead in carrying out trial policies, and vigorously boosted scientific and technical innovation and strategic emerging industry development. Zhongguancun has played an increasingly prominent role in China's sci-tech economic development and has become a paragon of innovative development in China.
Zhongguancun has realized a series of breakthroughs in major systematic reforms. It has played a leading role nationwide, but there are still things to be desired in its integration, system processes and cooperation. Top-level design, overall planning and coordination of Zhongguancun's innovation-driven development strategy should be strengthened in the new phase to help Zhongguancun study and implement a new round of reform measures, tap the public potential in start-ups and innovating business, and offer experiences that can be copied and promoted nationwide.
The policies include making things easier for high-end skilled foreigners to get permanent residence status, loosening restrictions on foreign capital involvement in recruitment agencies, supporting Zhongguancun in setting up private banking services for science-and-technology enterprises, and adjusting public bonded warehouse construction standards, such as those for the storage of biological agents.
At the same time, Zhongguancun will carry out two projects to boost Beijing's economic transformation and upgrade. It will use modern information technology and Internet organization form to speed up innovative integration with traditional industries, cultivate new business and growth points to strengthen economic support for Beijing. It will improve the entrepreneurial system involving leading companies, scientific research institutes, high-end skills, Angel investment, and entrepreneurial financing, service and culture to build an attractive entrepreneurial center and evolve into a scientific and technical innovation center with a global influence.
