Beijing’s Chaoyang district plans to make itself a hub of international high-end business professionals by 2020 by constructing the Beijing CBD International Business College and establishing a total of 10 professional-oriented policies, according to the district on Sept 10.
"At present, an industrial development pattern – with leading industries like the commercial service industry, financial industry, and cultural and media industry as the core – has gradually taken shape in Beijing CBD. Numerous business professionals have gathered together; distribution of talent is reasonable; and professionals are making increasingly greater contributions to industrial development," according to a spokesman from the organization department of Chaoyang district’s CPC Committee.
This year, Beijing CBD, as one of the four pilots for management reform of talent, will explore the construction of an international high-end business professionals development area, and provide backup for commercial development in the district by way of giving priority to bringing up and introducing high-end professionals in six sectors, namely commercial services, international trade, international finance, cultural commerce, technological commerce and business tours.
"Beijing CBD will focus on inviting and cultivating high-end business professionals to cater to industrial development needs so as to offer intellectual support and services during the construction of major projects across the district. It will seek to promote the transformation and upgrade of industrial structure and speed up the transformation of the development model," said the district’s organization department.
According to information, Beijing CBD will offer political support to build the international high-end business talents development area from 10 aspects, including subsidy and education for children.
In addition, the 10 policies will also cover such aspects as talent subsidies, talent introduction subsidies, investment support, talent cultivation, intermediary services, Chinese residence cards, medical security and housing.
Subsidies for professionals:
Qualified candidates in the district will be granted subsidies prorated based on their contribution to the economic and social development of the capital city and in line with relevant regulations of Beijing.
Subsidies for introduction:
Enterprises in the district are encouraged to bring in high-end business talents that meet certification conditions and will be granted some subsidies for the fees incurred during the professionals’ introduction process.
Investment support:
If a new company in the district financed by high-end business talents passes an evaluation, the talents will be granted a one-off organization fee.
Training for professionals:
Chaoyang district will integrate training resources for high-end business professionals at home and abroad, set up closer cooperative relationships with Yale University of the US and other world-renowned universities, and build the Beijing CBD International Business University.
The candidates, who are selected to attend training courses of Beijing CBD International Business University by enterprises in the district, will be funded once they obtain relevant qualification certificates.
Intermediary services:
Enterprises in the district are encouraged and supported to utilize human resources services for high-end business professionals like headhunting, talent assessment, compensation design and management consulting offered by accredited professional service institutions. They will be given some financial assistance.
Chinese citizenship:
High-end business talents with Chinese citizenship qualified to be introduced in the city of Beijing can be brought in according to the stipulated procedures. Those candidates who are willing to revoke their original citizenship and apply to hold Chinese citizenship or restore their Chinese citizenship can take precedence to obtain it in accordance with relevant provisions.
Medical security:
The local government will provide convenient medical services for high-end business talents in the district and encourage and support them to participate in the international medical insurance plan so as to meet their international medical needs.
Housing:
Chaoyang will subtract or exempt housing rent, or grant subsidies for those qualified professionals to satisfy their housing needs.
