Beijing has tasked about 100,000 citizens to collect information relating to terrorism or violence throughout residential communities across the city, according to The Beijing News.
Jiang Xiaogang, a manager of a residential community in Beijing, says that his community has established a system for collecting information, which the manager refers to as a social service management command system with full response.
The system connects more than 2,400 building managers, who are each responsible for the safety of the residential building in a community. These building managers are expected to relay information by telephone to the system about any suspicious individuals or situations in the area. Then, the system will spread the information around the community in the form of texts or audio messages.
Besides the large number of people tasked to monitor their fellow citizens throughout Beijing's residential communities, the city's Public Security Bureau has also issued a reward system for any information about terrorism or terrorist-related activities.
According to the police, those who report useful information relating to terrorist acts to the authorities might be awarded a minimum around 40,000 yuan in cash.
