Non-hukou population surges in the capital

The growth rate of Beijing's population without hukou was nearly three times that of permanent residents in 2013, Beijing News reported. By the end of 2013, Beijing had more than 13 million permanent residents and more than 8 million people who had no hukou, or residence permits, but had lived awhile in the city.
