A survey shows about 30.36 million people came to Beijing for medical treatment from other parts of China in 2013, according to Outlook Weekly.
With high quality of medical resources and facilities, triple A grade hospitals in downtown Beijing attract 700,000 patients daily, which is said to have burdened the city's population and transportation.
In contrast, about 23 percent of patients come from neighboring Hebei province, where the bed occupancy rate is about 30 percent at the same grade of hospitals. The bed occupancy in Beijing, on the other hand, is constantly over capacity.
More than 10,000 patients afflicted with one of China's top-10 diseases transferred from Hebei to Beijing and Tianjin every year to be treated.
Disparities also exist in the capital's medical resources.
"At least 30 to 40 percent of patients with slight illnesses have sought to consult medical experts at renowned hospitals, which could be easily treated at non-triple A grade hospitals," said Fang Laiying, director of the Beijing Municipal Commission of Health and Family Planning.
Experts suggest remote medical consultation, setting up a branch hospital and personnel training to help patients outside the capital.
