Beijing released a technology innovation action plan on May 4, aiming to bring into full play the role of technology in ensuring the city's sustainable development and improving people's living standards.
The Beijing Technology Innovation Action Plan (2014-2017) outlines an array of objectives in 12 major fields to be fulfilled between 2014 and 2017. Some of the main objectives are as follows:
1. Blue Sky Campaign: The city will have 200,000 new energy and clean energy vehicles on its roads by 2017.
2. Ecological and environmental protection: The environmental protection industry's total output will reach 250 billion yuan ($40.3 billion) by 2015. The city's eco-environmental carrying capacity will increase by 25 percent, with more than 20 key S&T outcomes achieved.
3. Refined management: The city management and emergency response system will be greatly improved, shifting from a manpower-centered mode to a S&T-centered mode by 2017.
4. Food safety: By 2017, the city will ensure whole-chain traceability for key industries, including eggs and milk. The city will also foster a baby formula brand.
5. Major diseases: The city will formulate 100 codes and standards on medical diagnosis and treatment by 2017.
6. Mobile communication: The city will make major breakthroughs in such fields as 5G technology, big data and SDN, and take part in formulation of relevant international standards by 2015; it will roll out globally-leading mobile communication and Internet-related technologies and products by 2017.
7. Digital manufacturing: The city will form a digital manufacturing industrial cluster, with a total output of more than 23 billion yuan by 2017.
8. Biomedical industry: The total revenue of the biomedical industry will reach 180 billion yuan, growing at a compound annual growth rate of over 20 percent; the industry will become one of Beijing's pillar industries by 2017.
9. Rail transit industry: The equipment manufacturing enterprises will greatly enhance their S&T capabilities by 2017, developing 50 new products.
10. Energy industry: The output of the city's energy industry will exceed 150 billion yuan.
11. New materials: The city will boost the development, application and mass production of new materials, including nanomaterials, super alloys and additive manufacturing materials.
12. Service industry: The city will promote the innovation of service industry applications and boost transformation and upgrading of the service industry; the total revenue of its design industry will be more than 160 billion yuan by 2017.
