Beijing subway riders could face fines as high as 1000 yuan for exhibiting what the city government calls "uncivilized behavior," according to a report by the Beijing News on Wednesday.
The Legal Affairs Office of the People's Government of Beijing Municipality issued a draft with the aim to improve subway conditions. Anyone caught begging, smoking, eating food or laying across the seats on subway cars could face fines between 50 and 500 yuan.
The traffic administrative department also warned passengers against behavior that affects the train's normal operation, such as jumping over the guard-rail set up for crowd control or the admission auto-gate, or walking the wrong way up escalators. Violators who do not stop such activity after being warned could be fined anywhere from 50 yuan to 1000 yuan.
The draft includes regulation for the use of guide dogs aboard subway cars by the visually impaired. After presenting related credentials to subway security, the dogs will be allowed to board the train - using a guide dog on Beijing's subways is currently illegal.
