The New South Beijing Three-Year Plan (2013-2015) has been approved by the CPC Beijing Municipal Committee and will soon be released, according to a statement from the Beijing Municipal Commission of Development and Reform on February 26.
The new plan is an extension of the South Beijing Three-Year Plan (2010-2012), which has greatly promoted growth in South Beijing in the past three years.
I. Promote the construction of a new airport in Beijing adhering to high quality standards, and plan the airport economic zone in advance
II. Promote industrial development in South Beijing by focusing on improving the function of the industrial zone and attracting new projects
1. Develop key industrial areas to lead by example
* Beijing Economic and Technology Development Zone
* Lize Financial Business District
* Beijing Central Entertainment District
* Beijing High-End Manufacturing Base
* Zhongguancun Technology Zone (Fengtai)
2. Develop industrial clusters with characteristic pillars for regional growth
* Qianmen-Dashilar-Liulichang Historical Cultural Business Zone
* Beijing Petrochemical New Materials High-Tech Industry Base
* Daxing Biomedical Industry Base
* Civil-Military Integrated Industry Base
* National New Media Industrial Base
3. Foster a group of emerging industry zones to boost regional economy
* Longtanhu National Sports Industry Base
* Yongwai-Dahongmen Clothing Culture Business Zone
* Guang’an Industrial Park
* Qinglonghu-Changxindian Exhibition and Tourism Center
* Beijing National Agricultural Ecological Base
* Fangshan Central Shopping District
* Fangshan World Geopark
III. Improve the livelihood of the people by focusing on high-quality public service
1. Promote balanced development of high-quality education
2. Improve health services
3. Strengthen construction of public culture and protection of historical sites
4. Improve social welfare and social management
5. Improve living conditions
IV. Improve the construction of infrastructure to support regional development
1. Improve the comprehensive transportation network
2. Improve the ecological environment
3. Ensure the supply of water resources
4. Take measures to avoid road flooding
V. Improve the administration of the rural-urban fringe zone to promote integration
1. Begin reconstruction after the July 21 rainstorm, the capital’s heaviest in 61 years

VI. Successfully hold the China International Garden Expo to enhance the influence of South Beijing. Promote its regional image with influential activities
