The Ministry of Education has implemented the following projects to improve higher education in the country.
Project 985
In May 1998, State leaders said, "To achieve modernization, our country must have a number of first-class universities at internationally advanced levels."
The Ministry of Education must focus on supporting partial colleges and universities to create first-class and high-level universities for the 21st Century Education Revitalization Project.
The following colleges and universities in Beijing have entered the project:

Project 211
The central government plans to build approximately 100 colleges and universities and 1,000 key disciplines in the 21st century. Twenty-four colleges and universities in Beijing have entered the project:
