The Beijing Municipal Audit Bureau has the following main responsibilities:
1.Draw up audit policies of the Beijing Municipality, and to draft the city's local audit statutes and regulations, as well as formulate its audit rules, and supervise their implementation.
2.Report to the Municipal Government and brief its relevant departments on audit results and put forward suggestions on upgradingformulating and improving relevant policies, regulations and measures.
3.Pursuant to the Audit Law of the People's Republic of China, conduct the following audits:
(1)Budget implementation and other fiscal revenues and expenditures by departments at the same level as the Bureau.
(2)Fiscal revenues and expenditures of all Municipal Government departments, institutions affiliated withto the Municipal Government and their subordinate organizations.
(3)Budget implementation and final accounts of district and county governments.
(4)Assets, liabilities and balance sheets of municipal state-owned financial institutions.
(5)Assets, liabilities and balance sheets of major medium- and large-sized state-owned enterprises (SOEs) of the Municipality, SOEs with major bearing on national economy and people's livelihood, SOEs having received considerable amount of financial subsidies or running on big losses, state-holding enterprises or enterprises dominated by state assets, and other SOEs designated by the Municipal Government.
(6)Budget implementation and final accounts of state-invested construction projects.
(7)Fiscal revenues and expenditures of social security fund, environmental protection capital, public donations under the administration of Municipal Government departments or social organizations entrusted by the Municipal Government and other related fund and capital.
(8)Audit of the financial status of the aid and loans from international organizations and foreign governments as authorized by the National Audit Office.
(9) Other audits to be conducted by the Bureau according underto provisions of in other laws and regulations.
4. Submit to the Municipal Government reports on audit results of its budget implementation and report to the Municipal People's Congress, as entrusted by the Municipal Government, on the audit results of Beijing's budget implementation and its other fiscal revenues and expenditures.
5.Organize industrial audits, special audits and audit investigations onf the implementation of Beijing's financial policies and measures.
6.Organize audit of the economic duties of government officials and cadres below the district and county levels and SOE officials or officials of state-holding enterprises during their terms of office.
7.Handle requests by audited organizations for review of the audit conclusions by audit offices
8.Organize, lead and coordinate the supervision of the operations of district- and county-level audit offices, and jointly lead these audit offices and handle appointments and removals of their directors and deputy directors together with district and county governments.
9.Guide and supervise internal audit,audits, supervise and check the auditing quality of public audit organizations.
10.Audit the financial status of central government agencies located in Beijing
11.According to law as authorized by the National Audit Office, undertake other duties assigned by the Municipal Government.
