Beijing Municipal Commission of Rural Affairs has the following main functions:
1.Implement policies of the state and the city on agriculture and rural economic development; draft local statutes on the rural economy; coordinate administrative legislation and law enforcement of the sector.
2.Put forward policies on the city's rural economic development; formulate medium- and long-term plans and annual plans guiding the city's rural economic development
3.Guide restructuring of the rural economy and development of rural collectives and cooperative economic organizations; improve the basic operation system and policies in rural areas.
4.Coordinate the production, distribution, and processing and foreign trade of rural areas; guide operations and management of the rural cooperative economy; supervise and manage the work to reduce farmers' burdens.
5.Organize plans for infrastructure construction and major projects of the city's agriculture, forestry, water, animal husbandry, fishery and agricultural machinery and monitor and inspect relevant work.
6.Work out development plans and annual guidelines for the city's mountainous areas; put forward policies on the development of mountainous areas; coordinate economic development in mountainous areas.
7.Take charge of the division of agricultural resources, rural energy development, ecological agriculture and sustainable agricultural development; and put forward a plan for the city's agriculture development.
8.Organize programs for rural science and technology, education and human capacity building and implement a strategy for developing agriculture through science and education.
9.Put forward planned arrangements for the funds of governmental support to agriculture; manage the city's collecting of vegetable farms funds.
10.Coordinate plans for villages and towns; manage village and town construction; and guide pilot projects of small towns.
11.Coordinate corporate reforms and economic structure and layout adjustments of the agricultural sector.
12.Take charge of reforms and developments of the second and tertiary industries in the city's rural areas and organize development plans for the second and tertiary industries in rural areas.
13Undertake other duties assigned by the Municipal Government.
Administer the Beijing Municipal Township Enterprise Bureau according to The Reform Plan of the Beijing Municipal Party and Government Organs.
