Beijing Municipal Bureau of Commerce has the following main responsibilities:
1.Study Beijing's development strategies for, and draft local regulations on, internal and external trade and foreign economic cooperation, put forward mid- and long-term development programs and annual plans.
2 Study development strategies of modern circulation industries, put forward suggestions on reforms of circulation system, work out layout plans for important facilities of commodity circulation and logistic distribution, accelerate restructuring of the circulation industry and promote chain operation, logistic distribution, e-commerce and other modern modes of circulation; manage the commodity circulation industry, analyze market operations and the situation of supply and demand of commodities, regulate key consumer goods markets, implement government reserves, formulate preplan for market contingency response, and promote development of urban and rural markets.
3 Work out layout plans for important life service facilities of the city, coordinate construction of municipal commercial centers, shopping streets with special characteristics and commodity market of all kinds and manage the life service industry.
4 Formulate plans for special circulation industries of the city, such as auctions, pawning, leasing in kind, circulation of used commodities and recovery of renewable resources.
5 Make overall arrangements for and regulate the city's commodity imports and exports and technology trade, manage import and export licenses and quotas of commodities, and audit of export tax refund to import-export enterprises of all kinds and processing trade contracts; oversee bid invitations for imports of electromechanical products; promote foreign trade and development of export processing zones.
6.Formulate policies for external economic cooperation and developments; take charge of work related to bilateral economic and technical assistance between the city and foreign countries; manage overseas project contracting and labor service cooperation; and guide investment overseas.
7. Study the city's development strategies for utilization of foreign capital, put forward mid- and long-term development programs and annual plans, regulate foreign investments and guide its promotions, and strengthen economic cooperation and exchanges with the Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan Region.
8.Establish the city's early warning system for fair trade, organize investigations of industrial damages, coordinate anti-dumping and anti-subsidies efforts, safeguard measures and other work to ensure fair trade and coordinate all WTO-related work of the city.
9.Draft local regulations on port-related work; put forward port development plans, policies and manage port work.
10. Promote development of industry associations and intermediary organizations in the field of internal and external trade.
11.Undertake other duties assigned by the Municipal Government.
