The Beijing Municipal Administration of Cultural Heritage, under the Municipal Government, is responsible for the administration of local cultural heritage and museums.
Its major duties and obligations are:
1. Executing state laws concerning cultural heritage and museums; drafting local regulations concerning cultural heritage and museums; and developing plans for cultural heritage and museums.
2. Applying for cultural heritage protection sites and world cultural heritage status; implementing protection plans for famous historic-cultural sites and historic-cultural protection areas; defining the scope for cultural heritage protection units; formulating ideas on the construction control area of demarcated cultural heritage protection sites; verifying construction projects.
3. Coordinating operations of museums in Beijing; verifying major item alteration of museums; organizing exchanges between museums; responsible for administration of authentication, allocation and exchanges of cultural relics in different museum collections; and responsible for museum construction.
4. Responsible for approving such projects as renovations, rush repairs and reinforcements, relocation and restoration of cultural heritage projects, and conducting inspection and acceptance; verifying the removal, relocation, and demolishing of cultural heritage protection units.
5. Responsible for archaeological findings, explorations and excavations in the city; formulating ideas on preserving underground cultural relics embedded zones; and responsible for allocation of unearthed cultural relics.
6. Responsible for administrative and legal enforcement of cultural heritages; supporting related departments in investigating lawbreaking cases concerning cultural heritages.
7. Responsible for administration of scattered cultural relics; for cultural relics supervision in second-hand markets; for supervision of cultural relics shops; and for authentication of cultural relics leaving and entering China.
8. Responsible for publicity work of cultural heritage protections; organizing cultural relics exchanges and displays with domestic organizations including those in the Hong Kong Special Administration Region (SAR), Macao SAR and Taiwan region, and overseas organizations.
9. Planning professional training in cultural heritage and museums system; organizing scientific research and protection of cultural heritages.
10. Guiding districts, counties and related sections in the administration of cultural heritages.
11. Undertaking other matters assigned by the Municipal Government.
