Beijing Municipal Bureau of Civil Air Defense has the following main functions:
1. Draft local laws on civil air defense and underground development and construction, and initiate relevant administrative measures.
2. Identify possible air raid targets important to the city's economy; guide relevant departments to make contingency plans for air defense and emergency repairs,.
3. Develop underground spaces, while taking into consideration the city's civil air defense construction; draft policies on underground construction and defense; draft a comprehensive plan for urban underground construction and control plan, after submitting plans to the municipal planning administration for overall consideration, include them into the comprehensive plan for urban construction.
4. Formulate the medium- and long-term plans that combine the city's civil air defense and urban construction, as well as annual plans for construction of civil air defense projects; supervise the building of air-raid shelters in basements for civilian use and inspect the maintenance, management and comprehensive development of existing civil defense facilities.
5. Draft emergency plans for air raids and various safeguard schemes; collect and handle relevant information and establish the civil defense supportive decision-making system; take charge of building a civil defense command and its automation.
6. Supervise mass organizations for air defense (professional civil defense team),evaluate and approve the institutional adjustment scheme for groups of civil defense professionals at municipal-level; collaborate with relevant departments to organize air defense maneuvers and exercises.
7. Formulate plans for construction of civil defense alarms and communication facilities.
8. Undertake disaster prevention and relief assigned by the Government and make use of the civil defense facilities and personnel to serve economic development and disaster prevention and relief.
9. Oversee the raise funds for civil defense; be responsible for state-owned assets used by civil defense agencies.
10. Organize publicity about civil air defense.
11. Undertake other duties assigned by the Beijing Municipal Government and Beijing Municipal National Defense Mobilization Commission.
