Beijing Municipal Commission of Science and Technology has the following main responsibilities:
Implement regulations, strategies, and principles of the state concerning science and technology (S&T) endeavors; draft policies to develop S&T and to promote economic and social progress in the city; draft local regulations concerning S&T developments.
Formulate medium- and long- term and annual plans for S&T development in the city; draw a development blueprint and identify priority areas; establish mechanisms for S&T innovation and services.
Set forth measures for basic research on applied sciences, high-tech development and research on application of major S&T research findings. Design plans for major basic research projects on applied sciences, high-tech research and development, programs of key S&T projects, S&T innovation and social development.
Place high-tech research and development (R&D) findings into industrial production; promote application, development and dissemination of applied technologies; make policies related to development of the high-tech industry and S&T enterprises in the city; put into operation major projects on special S&T industries; promote agricultural S&T and guide pilot projects in major agricultural S&T industries.
Explore ways to increase the S&T development fund through multiple channels; optimize S&T resource allocation; be responsible for budgeting, final accounting and supervision of operating expenses of S&T undertakings, funds for S&T development and special S&T projects.
Reform the municipal S&T system; establish S&T innovation mechanism and system that conform with rules of the socialist market economy and meet the need of S&T development; formulate policies to set up new-type R&D institutions; exercise qualification screening of R&D institutions; and restructure research institutes.
Regulate the technology market, reward those who make S&T research findings and ensure confidentiality of research results; protect S&T-related intellectual property rights in coordination with competent departments; make annual plans to stage major events; promote development of non-governmental intermediary organizations for S&T consulting, bidding, and evaluation.
Handle registration of sustainable development experimental zones in the city and guide construction and development.
Formulate policies for S&T cooperation and exchanges; manage S&T exchanges and cooperation with other countries and Hong Kong and Macao special administrative regions and the Province of Taiwan; coordinate technology imports and exports in cooperation with other departments.
Explore rational allocation of S&T human resources, put forward policies to bring out the enthusiasm of scientific and technical personnel and create a favorable climate for development; make recommendations on elections of academics to the Chinese Academy of Sciences and Chinese Academy of Engineering.
Manage S&T information, statistics and periodicals.
Coordinate county and district governments and related departments in administration over S&T work.
Undertake other duties assigned by the Beijing Municipal Government.
